Typhoon Dolphin: More Than One Million Evacuated as China Faces Massive Storm Emergency

BEIJING — More than one million people have been evacuated across eastern China as Typhoon Dolphin brought destructive winds, torrential rainfall and widespread disruption.

Authorities in Zhejiang and neighbouring regions moved residents away from vulnerable areas as the storm approached, while Shanghai and other major cities experienced serious transport disruptions.

More than 1,000 flights were reportedly cancelled or disrupted, while rail and urban transport services were also affected.

The scale of the evacuation illustrates China’s extensive disaster-management infrastructure.

Rather than waiting for casualties to rise, authorities moved hundreds of thousands of people from exposed coastal and flood-prone areas.

The storm also generated wider concerns about extreme weather and climate resilience.

For African countries, including Nigeria, the lesson is particularly relevant. Nigeria has experienced increasingly destructive flooding in recent years, yet evacuation systems, drainage infrastructure, early-warning communication and emergency shelters remain inadequate in many communities.

Dolphin therefore provides a reminder that disaster preparedness is not simply an emergency response issue. It is a development issue.

As cities grow and extreme weather events become increasingly disruptive, governments must invest before disaster strikes—not only after lives and property have been lost.
