The ongoing investigation into the controversial Presidential Foreign Intervention Promotion Council (PFIPC) has entered a critical phase following the detention of self-acclaimed council head, Adeniyi Adeyemi Matthew, as Nigerian authorities intensify efforts to unravel what investigators describe as one of the country’s most elaborate cases of alleged impersonation, forgery and institutional fraud in recent years.

Adeyemi is currently being held at the former Special Anti-Robbery Squad (SARS) detention facility in Abuja while detectives continue interrogations into allegations that he fraudulently established and operated a fictitious federal agency that allegedly secured official-looking documentation, office accommodation within the Federal Secretariat, government bank accounts and even budgetary allocations.
The scandal erupted after it emerged that the Presidential Foreign Intervention Promotion Council (PFIPC)—an agency that does not legally exist under Nigerian law—was allocated more than ₦1.3 billion in the 2026 national budget. The discovery immediately triggered widespread public concern over possible weaknesses in public financial management and government oversight.
Allegations of Forgery and Impersonation
According to investigators, Adeyemi allegedly forged official government correspondence, appointment documents, signatures and seals, presenting himself as a presidential appointee empowered to coordinate foreign intervention projects.
Authorities further allege that he held meetings with diplomats, approached foreign missions and international organizations, and represented himself as a senior federal official despite having no legal appointment from the Presidency.
The Presidency has categorically denied any relationship with Adeyemi, describing him as an impostor who allegedly exploited forged documents to deceive public institutions.
Expanding Investigation
Security agencies are now investigating whether public officials may have knowingly or unknowingly facilitated the establishment of the fake agency.
Investigators are examining:
- how office space was allocated within the Federal Secretariat;
- how government financial systems processed documentation linked to the agency;
- how bank accounts were reportedly opened;
- whether procurement procedures were manipulated; and
- whether additional collaborators remain within government institutions.
The House of Representatives has already indicated interest in examining possible administrative failures that allowed the agency to operate for months before its exposure.
Governance Questions
Beyond the criminal allegations, governance experts say the scandal exposes deeper institutional vulnerabilities.
Public policy analysts argue that stronger digital verification systems, inter-agency document authentication and stricter budget screening mechanisms are necessary to prevent similar incidents.
Anti-corruption campaigners have also called for greater transparency regarding all agencies appearing in annual appropriation bills.
Public Confidence at Stake
For many Nigerians, the PFIPC affair has become more than a criminal investigation—it has evolved into a test of institutional credibility.
Observers say the outcome of the investigation will influence public confidence in Nigeria’s anti-corruption institutions and demonstrate whether those responsible, regardless of status, will be held accountable under the law.
