Fresh Investigation Seeks Answers as School Abductions Raise Questions Over Billions Spent on Student Protection

ABUJA — Nigeria’s Senate has significantly expanded its investigation into the implementation of the Safe Schools Initiative (SSI), extending the probe beyond the education sector to include the Federal Ministry of Humanitarian Affairs and Poverty Alleviation, the Universal Basic Education Commission (UBEC), the Nigerian Education Loan Fund (NELFUND), the National Social Investment Programme Agency (NSIPA), and the Tertiary Education Trust Fund (TETFund).
The decision comes against the backdrop of renewed insecurity in schools, particularly the abduction of pupils and teachers in Oriire, Oyo State, and several other attacks that have reignited public concern over the effectiveness of government investments in school safety.
From Chibok to Today
The Safe Schools Initiative was launched in 2014 after the abduction of more than 270 schoolgirls from Chibok, Borno State. It was designed to strengthen physical security, emergency preparedness, surveillance infrastructure, and community protection around schools.
More than a decade later, however, attacks on educational institutions continue in parts of the North-East, North-West and North-Central, while kidnappings have spread into other regions of the country.
Lawmakers argue that despite substantial allocations over the years, many vulnerable schools remain without perimeter fencing, early warning systems, communication equipment, or trained security personnel.
Why More Agencies Are Being Investigated
Senators say protecting schools extends beyond education budgets alone.
Because several intervention agencies administer education, humanitarian assistance, student welfare and infrastructure funding, investigators believe a comprehensive audit is necessary to determine:
- how appropriated funds were utilised;
- whether projects reached vulnerable communities;
- whether procurement complied with due process;
- whether security infrastructure was actually delivered.
Committee members say the expanded probe is intended to identify institutional gaps rather than assign blame prematurely.
Public Demand for Accountability
Civil society organisations have welcomed the broader investigation, arguing that repeated attacks on schools have eroded public confidence.
Parents, teachers and education advocates say every naira allocated to school safety should be traceable, especially at a time when insecurity continues to threaten children’s constitutional right to education.
Analysts believe the Senate’s findings could influence future education appropriations and reshape Nigeria’s school security architecture.
