Following a landmark interview on Arise News, Peter Obi, the presidential candidate of the Nigeria Democratic Congress (NDC), sent shockwaves through the political establishment by announcing plans to deploy an independent, end-to-end “dual results-transmission system.”
The strategy is simple yet disruptive: bypass the technical vulnerabilities and trust deficits that marred past elections by building a private, real-time verification network. If the official Independent National Electoral Commission (INEC) portal suffers a “network glitch,” Obi declares his campaign will have a digital redundancy ready. “There will be so many IReVs this time,” he asserted. “If there is a network glitch, we will give them another one.”
But as the opposition rallies behind this high-tech shield, an institutional wall of resistance has gone up. What Obi frames as a necessary safeguard for citizens’ mandates, state actors and regulators view as an existential threat to national security and constitutional order.
The Architecture of Defiance
At its core, the NDC’s proposed plan is a decentralized monitoring framework. Rather than waiting for local results to slowly filter through the bureaucratic tiers of wards, local governments, and state collation centers, party agents at polling units will use a dedicated interface to upload scanned result sheets (Form EC8A) simultaneously to both INEC’s official Result Viewing Portal (IReV) and the NDC’s private, cloud-hosted situation room.
The ambition is total transparency, giving the public an external window to view raw data as it drops. While Obi’s team stresses that this is a verification tool rather than an attempt to declare an official winner, it represents an unprecedented infrastructural challenge to state-run elections.

The concept of parallel vote tabulation (PVT) is not entirely new, either in Nigeria or on the global stage, though Obi’s scale and reliance on real-time public interfaces push it into uncharted territory.
- The Nigerian Experience (2015 & 2023): In 2015, the All Progressives Congress (APC), then the main opposition party, deployed a robust internal situation room to track results, which arguably prevented systemic alterations in the final hours of collation. - The Global Mirror (Kenya 2022 & Venezuela 2024): Globally, parallel collation has yielded wildly contrasting outcomes. In Kenya’s 2022 election, media houses and political parties ran independent tallies based on public portal images, which initially caused confusion but ultimately provided a verifiable audit trail that survived Supreme Court scrutiny. More dramatically, in Venezuela’s July 2024 election, the opposition gathered and uploaded over 80% of physical voting machine receipts to an independent website within hours. This parallel system successfully exposed stark discrepancies in the regime’s official declarations, gaining widespread international validation despite the government’s crackdown.
The Backlash: Why INEC and the State Reject the Gamble
The pushback from official quarters was immediate and unyielding. INEC has firmly reasserted its absolute statutory monopoly over election management. Under the 1999 Constitution and the Electoral Act, INEC is the sole entity legally empowered to collate, validate, and declare official election results.
The commission’s resistance is anchored on three core arguments:
- The Sovereignty of the Umpire: Allowing a political party to host a parallel platform threatens to dilute the legal authority of the state umpire, turning election management into a fractured marketplace of competing databases.
- The Threat of Chaos: INEC fears a scenario where a private network declares a candidate victorious based on its incoming data while the official portal, dealing with late returns or isolated cancellations, shows a different outcome. In a hyper-polarized political environment, a battle of “alternative facts” could instantly ignite widespread civil unrest.
- Data Integrity and Manipulation: Regulators argue that private networks lack standardized accountability. A cyber security breach, a coordinated hack, or intentional backend manipulation on an opposition server could be weaponized to deceive the public and incite violence.
High Stakes and Systemic Risks
While the dual transmission system offers an undeniable boost to opposition morale, its implementation carries deep structural threats:
- The Cyber Warfare Vector: By decentralizing the data pool, the election becomes vulnerable to sophisticated state-sponsored hacks, denial-of-service (DoS) attacks, and deepfake result sheets designed to discredit both platforms.
- The Fragmentation of Truth: If multiple parties—such as the African Democratic Congress (ADC), which has endorsed the concept—deploy separate systems, Nigeria faces a chaotic future where five different situation rooms broadcast five different vote totals simultaneously.
The Verdict: Can Software Save Sovereignty?
The efficacy of Obi’s strategy depends entirely on its execution. If the system is secure, transparent, and legally sound, it provides a massive deterrent against manual rigging. Even though a private database holds zero weight in officially declaring a winner, its true power lies in the courtroom. It creates an unassailable digital ledger of hard evidence for post-election tribunals, making it exceedingly difficult for compromised actors to alter numbers behind closed doors.
Ultimately, Obi’s dual transmission plan is a symptom of a deeper institutional disease: the collapse of public trust in democratic institutions. When citizens no longer believe the umpire will keep score honestly, they will inevitably build their own scoreboard. As Nigeria marches toward 2027, the battle will not merely be fought at the ballot boxes, but across competing cloud servers, setting the stage for the most digitally contested election in African history.
